
All too often, information on whether your site sits within a flood zone can be muddy and unclear, leaving you with more questions than you started with. Yet this information is crucial — it ensures the correct procedures are in place during your planning application and helps you avoid refusals or delays.
This post explains the types of flood zone, what they mean, and the steps you can take to find out whether your site is affected.
What is a Flood Zone?
So what exactly are these elusive flood zones? Flood zones are used by the Environment Agency to indicate the probability of river and sea flooding in an area. Importantly, they do not take existing flood defences into account.
The zones were created primarily as a tool for planning developments, and they don’t necessarily indicate whether somewhere will or won’t flood. Depending on which flood zone your development falls within, you may need to carry out a Flood Risk Assessment as part of your planning application.
Flood Zone Types
The Environment Agency divides these zones into three categories. However, local authorities split Zone 3 into two separate groups — more on that later.
Flood Zone 1 — Low Probability
Areas within Zone 1 have:
- Less than a 0.1% chance of flooding in any given year
- A less than 1 in 1,000 annual probability of river or sea flooding, as determined by the Environment Agency
So how does this affect your planning application? In most cases it means you won’t need to carry out a Flood Risk Assessment — but there are important exceptions the Environment Agency’s classification doesn’t cover.
Specifically, the Environment Agency’s flood zones do not account for surface water flooding or critical drainage issues. Critical Drainage Areas (CDAs) are specific areas within Flood Zone 1 identified as having drainage infrastructure that is at capacity and cannot cope with extreme storms. These areas are at critical risk of failing during flash floods, where run-off can cause a range of problems. If your site lies within one, you will still need to carry out a Flood Risk Assessment.
In addition, any site of 10 or more residential units, or a commercial site over 1,000m², will require either a Flood Risk Assessment and SuDS report, or a Flood Risk Assessment and drainage strategy report (depending on the requirements of the Lead Local Flood Authority) — even if the site sits within Flood Zone 1.
Flood Zone 2 — Medium Probability
Areas within Zone 2 have:
- Between a 0.1% and 1% chance of river flooding in any given year (1 in 1,000 to 1 in 100)
- Between a 0.1% and 0.5% chance of sea flooding in any given year (1 in 1,000 to 1 in 200)
Sites within this flood zone must submit a Flood Risk Assessment during the planning application stage. This assessment shows the risk of flooding to the site and is a national requirement.
To determine flood depths, we need to obtain modelled flood levels from the Environment Agency. It’s worth noting that this information can take up to 21 days to arrive — something our clients aren’t always aware of, so it pays to plan ahead.
A Note on Flood Zone 3 — High Probability
Remember how we mentioned that Zone 3 is split into two groups by local authorities? Zone 3 is divided into Flood Zone 3a and Flood Zone 3b, though the Environment Agency does not display these distinct zones on its Flood Maps.
Sites within Zone 3 will always need to submit a Flood Risk Assessment during the planning application stage. This assessment not only evaluates the risk of flooding to the site, but also identifies whether the site falls under 3a or 3b.
It should also be noted that any ‘more vulnerable’ development, such as residential housing, will require the Sequential Test and, where relevant, the Exception Test.
Flood Zone 3a
Areas within Zone 3a have:
- A 1% or greater chance of river flooding in any given year (1 in 100)
- A 0.5% or greater chance of sea flooding in any given year (1 in 200)
Flood Zone 3b — The Functional Floodplain
These areas are identified as being most at risk of flooding from rivers or the sea. They usually have:
- A 3.3% or greater annual chance of flooding (1 in 30 or higher)
This land is typically marked as an area where water must flow or be stored during a flood, so flood storage compensation is required to build there. This is another point clients aren’t always aware of — quite often, someone buys land in this zone only to find they cannot build on it. Local authorities should use their Strategic Flood Risk Assessments (SFRAs) to identify these functional floodplains and clearly show their boundaries, in agreement with the Environment Agency.
How Can You Identify if Your Site is Within a Flood Zone?

It’s worth noting that, from March 2025, the Flood Map for Planning was updated under the new National Flood Risk Assessment (NaFRA2). It now incorporates surface water risk and climate change data, making it a more comprehensive tool for assessing your site.
